VELLORE: Crime Branch-CID personnel on Monday arrested a 52-year-old building contractor in connection with the tannery tragedy, which claimed the lives of 10 workers in SIDCO Industrial Estate in Ranipet. The contractor Mani, a resident of Rathinagiri near Vellore, was arrested in connection with the collapse of the unauthorised Secure Land Fill (SLF) of Ranipet SIDCO Finished Leather Effluent Treatment Company.
Mani had constructed the massive structure that collapsed on January 31, an officer said. The police invoked Sections 337 (causing hurt by act endangering life or personal safety of others), 285 (negligent conduct with respect to fire or combustible matter) and 304 (ii) (causing death by negligence) of the Indian Penal Code on him.
The investigating officer and DSP of CB-CID (Vellore) produced Mani before the Judicial Magistrate Court- II in Vellore and as per the court direction, he has been placed under judicial custody and remanded in the Vellore Central Prison for Men. Mani is the fourth person to be arrested in connection with the case. The CB-CID had arrested the managing director of the firm, Amirthakatesan and two other directors - Jayachandran and Subramaniyan - on February 7.

VELLORE: Residents of Parapperi village accused the Deputy Superintendent of Police of the District Crime Branch (DCB), Rathinavel for allegedly colluding with an usurer who has been charging exorbitant interest and threatening the residents of the village. The residents submitted a petition in this regard to the SP of Vellore on Monday.
The villagers have also submitted a petition to the district administration, requesting protection from the usurer and action against the police officer.
The complainants claimed that the DSP had forcibly entered into several homes of the villagers during the late hours of Thursday on the pretext of searching for two persons - Palani and Ramamurthy - of the village. The police officer was accompanied by the usurer Rudramurthy and their associates.
The DSP, according to the villagers, has been abetting Rudramurthy practice of lending money at exorbitant rates. Persons who borrowed money from the financier usually repaid double the loan amount with interest. Some of the borrowers have reportedly filed several cases against Rudramurthy in Banavaram, the villagers said. Palani and Ramamurthy,two residents of the village, had borrowed money from Rudramurthy and the DSP was helping Rudramurthy in fleecing the duo, according to the villagers.
Superintendent of Police of Vellore, P K Senthil Kumari, in defence of Rudramurthy, said the financier has filed a case with the DCB after Palani and Ramamurthy failed to repay around Rs 6 lakh lent to them. The DSP had summoned the duo for inquiry ten days ago, but they did not turn up for the inquiry.
The duo turned a group of villagers against the police officer to divert the issue. “I have directed the Additional Superintendent of Police to make inquiries into the case and take suitable action,” she further said.

TTEs Thrash Three GRP Personnel on Train in Jolarpettai

VELLORE: The Government Railway Police (GRP) attached to the Jolarpet Railway Station has registered a case against two Travelling Ticket Examiners (TTEs) of the Chennai-Bengaluru Mail for manhandling and abusing three police personnel, including a woman constable, on duty during the early hours of Monday.
The injured police personnel have been admitted to the Government Hospital in Tirupattur. The southern railway has ordered an inquiry into the incident.
The incident occurred at 1.30 am on Monday. K Lakshmi (27), a woman constable attached to the GRP, Jolarpet, along with two personnel - M Manivasagam (28) and R Ravichandran (21), of III battalion of the TN Special Police - were assigned the ‘moving train beat’ on Bangalore-Chennai Mail. The beat was introduced with the concurrence of the senior officials of railways four months ago. It was aimed at checking crimes on moving trains and ensure safety of the passengers. 
A team of three to four police personnel is deployed on all trains plying between Jolarpet and Chennai and vice-versa between 12 am and 4 am daily, said a police officer. The personnel have to travel on moving train from Jolarpet to Chennai Central to ensure the safety of passengers and prevent thefts and robbery. After the train entered the platform III of Jolarpet station at 1.15 am, the three police personnel boarded the A/C Coach (B1 and B2). However, the TTE Tamilvannan stopped them  stating that the police personnel could enter the coach with duty passes.
Despite the police personnel explaining, the TTE opposed their move, leading to a heated argument. A TTE from another coach came to the aid of Tamilvannan. In the melee, the two TTEs allegedly manhandled the woman constable and two other police personnel.
The three police personnel, who sustained minor injuries, were admitted to a Government Hospital in Tirupattur. Based on the complaint filed by Lakshmi, a case was registered against the TTEs under section 294 (b), 332, 353 and 506 (i) of the IPC, read with section 4 of the TN Prohibition of Harassment of Women Act, 1998, said an official.
“We have sent a report regarding the incident to the DRM of southern railway, who in turn initiated a departmental inquiry against the TTEs. We will take action, if inquiry proves the two TTEs guilty,” Superintendent of Police, GRP, P Vijayakumar told Express.

TIRUVANNAMALAI: The health department has quarantined 21 children, aged between 5 and 9, of Pavithram village and are keeping them under observation in the Government Tiruvannamalai Medical College Hospital after two boys died of fever couple of days ago.
Deputy Director of Health Services of Tiruvannamalai Health Unit Division, Dr Jayanthi, said the first boy, Amalraj (7), son of Sundar of Pavithram village, was brought to the Primary Health Centre at 10.30 am on February 18 with fever. The doctors referred the child to JIPMER in Puducherry. The parents took the child to JIPMER only at about 7 pm after his condition worsened. The child died at 3 am the next day.
Citing the JIPMER report, Dr Jayanthi said Amalraj died of meningococcemia with multiple organ failure. The other boy, Akash (7) of the same village died on Friday. “He was brought to the PHC early in the morning on February 19. The nurse asked his parents to bring him back at about 9 am. The parentsdid not do so and were on their way to the hospital with Akash only after he began to have seizure and fever, when he died.”
The deaths could have been prevented had the parents acted as per the doctor’s advice, Dr Jayanthi said, and added, “We have sent a team of doctors to the village to conduct a medical camp and screen the village, particularly the children. We have also admitted 21 children (aged between 5 and 9) to the Government Tiruvannamalai Medical College Hospital as a preventive measure. They are fine.”
The department has also conducted a mass cleaning programme in the village. “The villagers are reluctant to clean their areas and live in unhygienic conditions. They are not co-operating with the officials engaged in cleaning the area,” she said.

VELLORE:  Emergency Call Boxes (ECBs) with familiar fluorescent reflectors and adorned with telephone symbols and an SOS (Save Our Souls) displayed in bold will soon be a welcome sight every two kilometres on the 150 kilometre National Highway (NH)- 46 that runs from Walajapet to Krishnagiri through Vellore.  
Built at a cost of Rs 9 crore, ECBs will help the road users get prompt assistance from an around-the-clock help-desk set up and manned in Pallikonda Toll Plaza  by Larsen and Toubro, that built the six-lane highway.
“ECBs will make the NH user-friendly and is part of the six-lane highway project,” said S Naresh, Manager of the Toll Plaza.
Road users can contact the help desk through the ECBs for car breakdowns, accidents, dead animals on the road or any other traffic problems.
“The minute the caller presses the call-button, the help desk in the control room is alerted revealing details of the caller’s location on computer monitors loaded with special ‘Incident Management Workstation software’. The help-desk receiving the call will immediately call the person on the NH enquiring about their needs,” said the control room officer. 
The help-desk is supported by a field-team equipped with two tow-vehicles, two 20 tonne cranes and three ambulances and an equal number of patrol vehicles.
“Based on the needs, we will send our men to the spot to help the persons in distress. We will also alert the police station of the respective jurisdictions, if necessary,” said Naresh.
A total of 145 ECBs have been installed along the entire stretch. “They have been functional for the last one month and the control room have been receiving 20 to 30 calls per day.” he added.
Dinesh Kumar of Rangapuram,(23) said, “I alerted the control room about an accident using an ECB two weeks ago. The control room sent an ambulance very quickly to the accident spot. But school students are misusing it”. The help-desk control officer also confirmed this and said that students should be educated not to misuse or meddle with such facilities as they are installed for a worthy cause.
Apart from the ECBs, a total of 1,990 lamps fittings have been erected at a cost of Rs 5.97 crore along NH-46 to facilitate easy passage. “We are also planning to install four to five high density cameras in black-spot areas (accident-prone areas) for better surveillance and to avert accidents,” added the authorities.

Cop Arrested for Taking Rs 2K Bribe to Release Bikes

VELLORE:The sleuths of the Vellore unit of the Directorate of Vigilance and Anti-Corruption (DVAC) wing arrested a Head Constable (HC) of the Ambur Town Station in full public view near Viruthampet bus stand on Wednesday for demanding and accepting a bribe for releasing two bikes belonging to a youth.

The HC, D Vijayakumar (40), on duty, was caught red-handed when he accepted the chemical coated currency from complainant R Karthick (30) of Santrokuppam in Ambur at Viruthampet bus stand at 2 pm.
 DVAC officials said that Karthick and his father were involved in smuggling sand from Palar in bullock carts. Vijayakumar demanded bribes for not arresting them and continued to demand money even after Karthick and his father stopped smuggling, threatening to arrest them for their past crime of smuggling sand. Irked by this, Karthick told the policeman that he would not give any more money as he had stopped the smuggling.
In response, Vijayakumar seized two bikes from Karthick’s house last Thursday. He asked Karthick to come to the station with the documents of the two-wheelers, which Karthick did the very next day. Vijayakumar, however, demanded Rs 2000 to release the bikes.
 Karthick complained to and sought the help of DVAC to put an end to the policeman’s continued harassment.
 Vijayakumar had asked Karthick to come to Viruthampet, where he was on bandobust duty, to hand over the bribe. A team of police personnel led by Additional Superintendent of Police of DVAC M Balasurbamanian arrested Vijayakumar after he accepted the bribe, the incident taking place in full public view. The sleuths filed a case against the constable under the provisions of the Prevention of Corruption Act and produced him before the Chief Judicial Magistrate Court and remanded in judicial custody.

Arcot Shows the 'Smart' Way of Garbage Disposal

VELLORE :Ushering in a new era in garbage disposal, Arcot Municipality will soon have Global Positioning System (GPS)-enabled “smart bins”, connected to a centralised monitoring system, as part of a modern Deep Underground Waste Management System (DUWMS).
The system, which is now in place only in six countries — Latvia, Finland, Sweden, Germany, France and Norway — will be implemented at a cost of Rs 3 crore in three phases under the Self Sufficiency Scheme of the Tamil Nadu government.
Merchants, hotel associations and philanthropists are contributing Rs 33 lakh for the project as public share, while Arcot MLA R Srinivasan and Arakkonam MP G Hari are contributing Rs 40 lakh and Rs 15 lakh respectively from their constituency development funds. The remaining amount will be allocated by the government.
In the first phase, the bins made of linear low-density polyethylene would be installed in 20 places. Each spot will have three bins — a three tonne capacity bin for degradable waste (green lid), a 1.3 tonne bin for plastic waste (blue lid) and another one for other waste (yellow lid).
Sixty per cent of the bins will be underground. “The bins are air and water tight to keep bacteria in the bio-waste intact and keep the place free of odour. The sensor in the bin will alert the control room at the municipality office as well as the specially designed collection truck when the waste touches 90 per cent of its capacity,” said J Gokulkrishnan, director of technical support and operation of EcoGarb, which is executing the project.
Two experts from Green World Group Waste Care Solution based in Latvia, who conducted a four-day study from Friday, suggested putting up 250 bins as the municipality generated 35 tonnes of waste per day, said Srinivasan.
“At present, bins have been installed in wards 3 and 14,” said municipal chairman R Purusothaman.

VELLORE:The district administration has sought the details of the legal heir of the nine victims of the tannery tragedy from the State Government of West Bengal to hand over the solatium from the Tamil Nadu Government and the management of Ranipet SIDCO Finished Leathers Effluent Treatment Company.
Of the ten workers, who were killed in the accident, nine hailing from Paschim Medinipur district in West Bengal. They were identified as Abeeb Khan (50), his two sons Ali Ankar (25) and Ali Akbar (23), I Pyaar Khan (25), Sahoor (25), Eshyam (23) and his brother Akram khan (25), N Shahjahan (27) and his brother Kutub Khan (18 ). 
They were working in R K Leather Factory adjacent to the Common Effluent Treatment Plant (CETP) of the Ranipet SIDCO Finished Leathers Effluent Treatment Company.  They were buried alive after tonnes of slurry flooded the premises of their company during the early hours of January 31 after the wall of the unauthorised Secure Land Fill of the CETP collapsed.
Senior officials in the district administration said that Vellore Collector R Nanthagopal has sent an official communication to the Government of West Bengal and administration of Paschim Medinipur district asking for details about the legal heir of the nine workers, who were killed in the major accident in SIDCO Industrial Estate in Ranipet on January 31, to hand over the compensation to the affected families.
The letters have been sent four days ago. “We have also spoken to the officials of the district administration of Paschim Medinipur over the phone, requesting to furnish the details at the earliest.  We have also sent a reminder on February 9 and are expecting the information within a week or 10 days,” said a senior revenue official.
“The legal heir of each of the victim will get a compensation of Rs 12.5 lakh,” said an official.

RDO Checks CETP for Violation

VELLORE: The Revenue Divisional Officer (RDO) of Tirupattur D Rengarajan inspected the Vaniyambadi Tanners Enviro Control Systems (Vanitec) on Friday to check any violations in the plan of the  facility.
The inspection comes in the wake of the major accident that happened in the Common Effluent Treatment Plant (CETP) of Ranipet SIDCO Finished Leather Effluent Treatment Company in SIDCO Industrial Estate on January 31.
Ten workers, including nine from West Bengal, of R K Leather Factory, were killed after tonnes of toxic slurry from an unauthorised Secure Land Fill (SLF) of the adjacent CETP flooded its premises.
Following the accident, the district administration directed all RDOs to inspect the effluent treatment plants in their respective jurisdiction to ensure there is no violation in the operations of the facilities.
“We checked if there is any deviation in the plan in the construction of the facility. We also inspected if they are sticking to the rules and regulations,” Rengarajan said. Experts from the Tamil Nadu Pollution Control Board would also inspect the facility and two other CETPs in Ambur soon.

VELLORE: District Collector R Nanthagopal on Friday visited the family of the victim of the Ranipet tannery tragedy and handed over solatium of `7 lakh, two days after Express published a report that officials have turned their backs on them.
Accompanied by a team of revenue officials, the Collector called on Geetha, wife of the victim, Sampath, and his mother at their house in Melvallam near Kaniyambadi. He handed over the cheque for `seven lakh, which was given by the management of Ranipet SIDCO Finished Leather Effluent Treatment Company. The solatium of `three lakh from the State government is yet to be released. A senior revenue official said the amount would be released soon.
The Express report, published on February 11, highlighted how not a single official from the district administration had reached out to the kin of KG Sampath, who was the breadwinner of the family. He was one among the 10 workers of R K Leather Factory buried alive when hundreds of tonnes of toxic slurry flooded the company’s premises after an unauthorised Secure Land Fill (SFL) of the CETP of Ranipet SIDCO Finished Leather Effluent Treatment Company collapsed on January 31. 
Thanking Express for the report, Geetha said Vellore Tahsildar and other officials visited them after the news was published. “I have requested the Collector to grant me a government job to support the family and raise my children. He has assured to take necessary action,” said Geetha, who has studied up to Class XII. She is now determined to continue her studies to get a government job. “My husband’s dream was to make our daughters a Collector and doctor, and our son a police officer. I will do all it takes to make that come true,” she added.

VELLORE: The TNPCB has dispatched around 1,200 tonnes of dry sludge from the recent accident site in SIDCO to the Tamil Nadu Waste Management Limited in Gummidipoondi. “So far, 70 loads of dry sludge weighing around 1,200 tonnes have been removed from the (Secured Land Fill) SLF-I of the CETP and transported to the common facility in Gummdipoondi,” District Environmental Engineer, Vellore, A Shanmugam told Express.
It would take around 10 days to remove the remaining slurry.  “So far, around 2,200 tonnes of slurry that spread over the premises of R K Tannery, I V Leathers and Kamatchi Fabrication and SIDCO Road after SLF-II caved in, have been removed. Another 1,000 tonnes of slurry is yet to be removed from the damaged SLF-II,” he said.
TNPCB officials have instructed the management of the company to store the slurry in earthen pits dug up in its premises.
“After it turns into dry sludge, it will be transported to the common facility in Gummidipoondi,” he added. In total 5,000 tonnes of sludge have been removed from one of the Secure Land Fills of the Common Effluent Treatment Plant of Ranipet SIDCO Finished Leather Treatment Company, in the aftermath of the tannery tragedy that killed 10 workers on January 31.

Documents Forged After Tragic SIDCO Deaths?

Last Updated: 11th February 2015VELLORE: In the aftermath of the Ranipet tragedy that claimed the lives of 10 workers in the premises of the SIDCO Industrial estate factory, nine of whom were from West Bengal, officials have yet to come to grips with implementing measures that are already in place and instituting further measures to ensure that accidents such as this one do not occur in the future.
The problems are pervasive and systemic and include routine exploitation of migrant workers, flouting rules of safety for protecting workers and widespread corruption allowing officials to disregard rules.
According to official figures, there are more than 5,000 migrant workers employed in the leather and tannery factories in the SIDCO Industrial Estate. The migrant workers should be properly registered by the authorities as per the Inter-State Migrant Workmen Act 1979. The fact finding team has indicated that officials attached to the Directorate of Industrial Safety and Health have hurriedly registered the migrant workers who died after the tragic accident, manipulating documents clearly flouting rules. “We suspect that the records were created in a hurry after the accident.  The nine workers had been working in the factory over six months, but officials created the registration documents stating they were new employees,” claimed a member of the National Confederation of Human Rights Organisation (NCHRO) Professor A Marx, who led the four member fact-finding committee.
Marx said the employers were exploiting migrant workers as cheap labour, taking advantage of their poverty, compromising on safety regulations and the health of the workers.
“The management of the factory forced the workers to sleep inside the premises. It is a clear violation of the rules framed under the Central Government’s Act. They are also being paid poorly (between `5000 and `6000 per month). They work and live amidst toxic waste,” he said.
The Deputy Director of Industrial Safety and Health, Sundara Babu admits to negligence on the part of the industry and admitted that employees should be provided accommodation outside the factory to ensure their safety.
Environmental activist, V Srinivasan, part of the fact-finding team, charged widespread corruption and gross negligence not only on the part of the management but also on the part of governing and regulatory bodies such as the TNPCB which directly endangers the lives of workers. “We saw a group of four to five workers engaged in clearing the toxic waste at the accident without wearing or using any safety gear,” said Srinivasan.

10 Days on, Officials Yet to Reach out to Victim’s Family

VELLORE: Ten days after the Ranipet tannery tragedy that killed 10 workers in the SIDCO Industrial Estate, not a single official from the district administration has reached out to the lone worker’s kith and kin who hail from Tamil Nadu. The victim’s family of five living in a village near Kaniyambadi lost their sole breadwinner, M Sampath (45) when several tonnes of slurry and sludge flooded the company’s compound and surrounding areas.
Sampath, of Santhanakottai village was buried alive along with nine other migrant workers from West Bengal after several hundred tonnes of toxic slurry swamped the premises of R K Leather Factories.  “News of the death of my husband was like thunder on my head and has thrown my family’s future into the dark,” said Sampath’s 37 year-old wife Geetha with tears in her eyes. 
As days pass, and the memory of the tragic incident recedes, the concern and the need to help the victims’ families seem to be also fading in the minds of officials.
“Not a single soul representing the government department or the tannery industry has reached us with a consoling word or a helping hand,” said Geetha adding that she now has to raise her two daughters and a son - Gayathri (13), Kaviya (12 ) and Poompozhilan (11). In addition she needs to take care of her mother-in-law.
She learned from the media that she would be receiving a compensation of `3 lakh from the State Government and `7 lakh from the association of tanneries, which she is yet to receive.
“The officials have not even communicated to us about the compensation. It is not only about the money, but about the life of a human being. I lost my husband and my children lost their father because of someone’s fault. No one has bothered to reach out to the victim’s family,” she fumed.
Sampath was working as a  watchman in the company for the last six months for a salary of `8000 per month.

VELLORE: Distressed by a sudden spurt in crimes in Gudiyattam police station limits, the local policemen, unable to get any leads to solve the cases, turned to God for succour. At sunset on Sunday, they conducted a rahu kala pooja.
The cops are clueless regarding seven robberies reported since May 1, in which several people lost cash, gold and silver worth about Rs 1.50 to Rs 2 crore.  According to sources in the department, the policemen cleaned the station on Sunday after which a local priest performed the pooja meant to ward off the evil eye from the station and to enable the policemen solve pending cases and keep their jurisdiction crime-free.
Police officers sought to play down the incident, saying they have been performing poojas every Friday. On Sunday they performed a pooja and smashed a pumpkin to ward off evil spirits from the station, they said.
Starting with a house break-in at Parvathiyapuram, where burglars decamped with gold worth Rs 3 lakh, there were a series of incidents—Rs 2 lakh was stolen from a cemen­t shop on May 16 and Rs 5.50 lakh from three houses and another shop. On May 20, a jewellery shop agent was waylaid by three motorcycle-borne men, who fled with Rs 5 lakh, police said. He, howeve­r, claimed he had been carrying Rs 75 lakh to buy jewels from Sowcarpet in Chennai. Five days later, a man from Salem lost 5.7 kg of silv­er ornaments kept in a car.

Three Nigerians Deported for e-Shopping Fraud

TIRUVANNAMALAI: Three Nigerians, who had been arrested for indulging in cheating and online fraud in Chennai three years ago, have been ordered to be deported to their native. They are expected to fly off from Chennai on Saturday morning.
Police sources said Oladapo Obasoto Olatunbosun alias Richard (32), Dickson M Dickson (29) and Abiodun Oluwagbemiga Oyekunle alias Jerie (33) have been given air tickets, costing `49,500 each, by the Special Tahsildar (Refugee) on Friday.
They would take the 9.30 am flight from the international airport at Meenambakkam to Dubai and take a transit flight from there to Nigeria. They would reach their country at 6 pm on Saturday.
“The trio will be escorted to airport from the Special Camp at 3 am on Saturday,” Special Tahsildar Jayaprakash Naraynan said.
The State government has processed the deportation of the Nigerians after the Embassy of Federal Republic of Nigeria in Delhi  issued  emergency certificates for them. “We handed over the air tickets after obtaining the exit permit letter from the Superintendent of Police of Tiruvannamalai J Mutharasi, as per rules,” said the official from the district administration.
The trio had been arrested on charges of online fraud and cheating in the second week of December 2011 by the Chennai police. The police registered a case against them under sections 420, 468 of IPC, 66 C and 66 D of Information Technology Act 2008. The three were subsequently arrested under 3 (2) (e) of Foreigners Act and detained in the Special Camp for Foreigners in Chengalpet that was later shifted to Cheyyar.
The police team seized from them a Hyundai Santro car, two LED TVs, six mobile phones, three cameras, three watches, seven imported perfumes, three laptops, one Ipod and 32 pairs of shoes, which they had purchased through fraudulent online shopping.
Two others - Paul Osagie Cyrill and Okechukwa  from the special camp would be deported to their country on September 22. The duo had also involved in cheating cases in Chennai and detained in the camp for the last two years.

TIRUVANNAMALAI: Two Nigerians, lodged in the special camp for foreigners in Cheyyar, have been ordered to be deported on Monday.  
The Home Department of the State Government has issued the deportation orders for Okechukwa Udube (35) and Paul Osagie Cyrill (44) after receiving emergency certificates from the Embassy of Federal Republic of Nigeria in Delhi.
District administration officials said, they had completed the procedures to deport the duo on Sunday and they are expected to board the flights from the international airport at Meenambakkam in Chennai.
 “We obtained the letter from the SP (J Mutharasi) as per rule for the duo on Friday. After getting the letter, we arranged the air ticket for Cyrill,” special tahsildar (refugees) Jayaprakash Narayanan told  Express. He added that the district administration of Tiruppur has obtained the air tickets for Udube and his family, who were staying in Tiruppur. Udube and his family would take the 4.05 am flight to Dubai along with his family from Chennai airport. They would take transit flight from there to Lagos. Udube was arrested on August 10, 2013 by Tiruppur North Police on charges of purchasing and selling Indian Made Foreign Liquor and running a bar without permission. He was sentenced to five months imprisonment but he spent more than a year in the special camp.
Cyrill will take the 10 pm flight on Monday. He was arrested by the CCB on June 6, 2012 on charges of indulging in online fraud but charges were not proved. The police filed a fresh case relating to cheating and dishonestly inducing delivery of property. Again, the police failed to prove these charges. Later, the police filed a case under the Foreigners Act and lodged him in special camp.
